To Contributors and Residents of Hyde Park:
The Board of Directors of the HPRA invites you to attend our Annual General Meeting which will take place on 10 February at 18:00 at the Munro Home, 58 Morsim Road.
In the past year, the Directors and our proactive and effective administrator have worked diligently to look after both the aesthetics and the physical integrity of our community. Our work has not always been easy as you can well imagine.
Aside from following up various issues regarding water, electricity and road infrastructure in Hyde Park, we have been working with a town planner, Mr Breda Lombard, to pursue challenges regarding development of new multi-family dwellings, especially along First Road and other streets. Proposals from developers to construct more than 3 Storey high rises next to single family properties have been a serious concern. Furthermore, the municipality has issued its revised Spatial Development Framework last week and is open for comment until approximately 20 March. The SDF will lay out the framework, or general rules so to speak, as to what can be proposed where and how those proposals are communicated to the neighborhoods and validated or rejected.
Additionally, in line with the SDF, Hyde Park must prepare a Precinct Plan which will lay out the rules for our community in greater specificity. We note that our suburb has not had a Precinct Plan for more than twenty years while adjacent suburbs such as Dunkeld and those in Sandton South (Illovo, Inanda, etc.) have drafted their Plans already.
We have serious concerns regarding the ability of our road, electricity, water, sewerage, and storm water infrastructure to cope with the densification proposed by developers and, in some cases, accepted by the Municipality. It has become imperative that the Residents’ Association have the capacity to monitor what is approved, what happens to the funds developers must pay over to the Municipality and how upgrades are undertaken and managed.
We have invited Mr Breda Lombard to address our meeting as the keynote speaker and about the current proposals before Council and to explain more about the SDF and the Precinct Plan. Mr Lombard will elaborate on the critical issues facing Hyde Park. Additionally, a representative of Vumatel, fibre optic internet service provider, will join us with information about their project in our suburb.
